Probably for as long as they put a river through Chicago, tours have been made. And it doesn't seem like it matters what people look at. The city, the buildings, the drainage canal? Eww.
That's what this tour was. The canal was reversed around now, and I assume its related to that. I can only hope they didn't sail through raw sewage, but they were tougher back then, and that would be funny.
The date range for this image was for 1900-1910, however there was a newspaper article that said that this boat caught fire on Sept 6 1902, so that seals the fate of this picture being any later than that.
Some fast trivia history for the boat. The IM Weston was built in 1883 as a passenger steamer. It later because a fruit steamer, then a suit steamer (just kidding, it went back to moving people. There was also some kind of trivia of them getting into trouble due to having booze on board.
The bridges were all taken down between 1919-1921, when they straightened the river, and replaced it with different bridges. The street that is called Roosevelt, was apparently called 12th St. then.
