The days of prohibition made everyone very sober. There were raids on anyone buying and drinking liquor. It was a real problem, so much so they actually trained dogs to sniff out liquor. Once found, the dog would remove it from the source, in this case, the bottle of hooch this guy has in his pocket.
Now getting the dog off the bottle, was probably much harder.
