I was able to get the year and the description off of another website, otherwise no one else had any info on this device.
When I saw it, I was most attracted to that Shnoz, on the front. It reminded me of a Dr. Suess invention. I can't imagine this device was all that effective, and it was quite slow, about 4mph. The guy had a flamboyant looking vest on. Due to the duller than usual coloring I decided to go for a Wizard of Oz green color, to make him stand out better.
My name is Mike Savad, I create one of a kind images. Photo realistic, is what people think of first. I specialize in job themes, such as Pharmacist, Doctor, Firemen, Lawyer, etc. Steampunk is another favorite. I'm certain you will find something that you will like. My art is inspired by Norman Rockwell and Paintings from the time of the Renaissance. Be sure to visit my Scene in Color section. I expertly restore and colorize black and white images. See the past come alive with color. Each image is painstakingly cleaned and repaired, colors are researched and shaded in. Images are designed to coordinate with the rest of my collection. The past was far more colorful than you would have imagined. Want something fun to do? Sometimes I hide...

Wow! I happened to see the colorized version of this first, and both truck and man are so vibrant and alive that I was certain they had been digitally imposed on to the background. Such a wonderful piece! Love the little girls and their dollies, too... actually, you made some great choices for the colors on all of your colorized photos, they seem to bring the past to life.
