Mogollon is a small gold and silver mining town in New Mexico. In its heyday it had around 3000 to 6000 people living in it. They had the all the basics you would expect a town should have, a cafe, a bar, a small hotel (sometimes doubling as a cafe).
Because it was such a small town, you didn't really need that many seats, which is why there are only five of them.
The town was small to begin with and as they were mined out the people left the town, leaving just empty buildings, creating a ghost town. Today its still pretty empty, they mostly run a museum there.
