In the past, children worked the street, hustling people, or sold news papers. The ones that sold the papers were called newsies. Newsies were usually children that were anywhere from 5 to their teen age years. Often working for their family, or earning a few cents for themselves.
This group of youngsters, must be a part of some kind of union. Or they are taking a break on a stair case with limited space. Maybe they are working on angles to sell the papers, pointing out that boxing headline for example.
