This is the Chicago Worlds fair in 1893 known as the Columbian Exposition, they made it to celebrate him finding this country. The fair was made up of white buildings and it eventually became known as "White City". While it was named that for the color of the buildings, it, I believe, was called that because only white people were allowed to visit this fair. While black people were there, sadly due to rampant racism of the time they became an exhibit themselves.
That aside, it cost 50 cents a person to get in, which was about $15 today. The fair took 2 years to build using 40,000 people to build it. It lasted for 6 months, and the buildings were torn down after. They were made of plaster for the most part, there would have been no way to keep them even if it didn't burn down when arsonists got to it.
For colors, they said the buildings were white, but I found they were a beige in a lot of pictures. There were images of this and for the most part there were dots of color where humans are and the rest was a blinding white. The glare must have been horrific.
Today this area is a marina and a parking lot. Everything else is gone. They did build a replica statue that is a quarter the size as shown in this. It stand about where we are looking at this.
