It's not unlike a bus stop of today. waiting for a late car, making its stop as slow as they can. You can read it on their body language and expressions. It's hot out, they have been waiting for ages and they just want to get on to feel the breeze for a block before the next stop.

Makes you wonder where they are going, is it morning and they are going to work? Or its the weekend and they want to shop. In any case it might be a lot faster just to walk.
