That large castle like structure is called a standpipe, its a form of water tower that was common in the late 19th century. It was completed in 1894, designed by architect Samuel Hannaford. It's a 172 feet tall, when in use it served to provide sufficient water pressure in for the neighborhood of Walnut Hills.
The standpipe held water pumped from the Ohio River by means of the neighboring Eden Park Station No 7. Water flowed out of two 24-inch and one 36-inch mains. However as the city grew better water towers were built and it made this one obsolete, they stopped using it in 1916. It was then opened for visitors, where guests could stand on the roof. But shortly after they closed it for good.
The copper spire was removed for the war effort scrap drive in 1943. The structure is still there today, it was made into an historic landmark on March 3, 1980, its being used as a communications tower now.
As for the exact location, I'm not sure. I think its near the Presidential grove, or around there. Clearly there was a gazebo of some kind, must have been used for music, there are a lot of benches. Though many people did hang out here in general. There is a confectionery store on the left.
