I'm not a 100% certain why the beds are on the outside of the house. I assume its because its hot inside, there is little space, or the bed bugs just like being outside.
These shacks are a part of Hooverville, when you were dirt poor or dead broke you made these tin houses from whatever you could find. Then you would squat in them. It was dangerous to live there, dirty, filthy, always that chance of getting tetanus. They lived in a junkyard basically. No insulation or running water, electricity on a metal house was probably a bad idea even if they had it.
While this is not a place I would want to live in, I kind of like it at the same time, because I like junk. Not to much the rats, but the junk is nice. Just don't lean on it in the summer, or at all.
