This is the staff of General Fitz-John Porter.
Reclining with the puppy is a young George A Custer, he was still a young lieutenant when this picture was taken. Just a little after this photo was taken, he became a Brigadier General, and became known as the gallant young superstar of the Union Army.
Fun fact, he loved dogs. He was always seen with at least one dog, always brought them with him on trips. Sometimes they were offered as a gift, others had puppies, over all he had between 40-80 dogs.
