Flying is hard, especially the first time. Fairy's all fly, it would take too long to walk, and its not magic that keeps them up, its wing power. They don't develop magic for at least a few more years, it would be dangerous if a young one had magic this early.
In their younger years, fairy's are aided by strong butterflies. They lift the child up until they can fly on their own. This young their wings are still quite small, but you have to get them used to being in the air, and this is how they do it.
