I can't tell exactly what year this is. The machines all have motor, there is no line drive. Yet there are leather belts in the machines themselves, so I guess rubber really hasn't been invented yet.
Many of the machines, lack that charm that the older versions had. These look much more industrial, the motors are self contained, and there is no evidence of any kind of line drive. The workers don't have those stiff white collars, and their hats are more casual. So I would guess that its before the war.
On the other hand the walls have world war one posters on it (there is one behind us we can't see here). And there seems to be a guy on the left wearing an army type hat. So it could be after the war too. I do know they had a lot of light.
