This is the Baldwin Locomotive Company, founded in 1832 and closed in 1972. The building is still in use today for recycling and processing bottles.
The tool shown is a giant planer used to level metal locomotive parts. Unlike typical planers, this large machine accommodates the massive scale of railroad components. The planer remains stationary while the workpiece is attached to a movable table, which slides back and forth. The operator controls the head's side-to-side and up-and-down movements to create a perfectly flat surface. Notice the size of those metal curls, indicative of the machine's impressive capabilities.
