The aviette contest is something they held in France. This was a club that wanted to see a bicycle fly. They didn't explain why exactly, but you know, people are weird. They started off with a large area covered in chalk. They would peddle hard and try to lift off the ground, they have to go at least 1 meter off the ground or whoever came the closest.
This guy in front, Gabriel Poulain, flew about 3ft, one foot of the ground. Which wasn't great, but he did win a 1000 Francs. There were 238 people in this contest, and only 20 had devices that stayed together and sort of did something. But not as good as the winner.
They didn't describe what the bike looked like, so I assume it was covered in canvas. The guy in blue, I presume is the judge, I've seen that arm band in other images in the past. Their fashion there is similar to the US, but not quite the same.
