At first I wasn't sure if they painted it as they go, but I found a film from then, and they showed that when the main body was built, they would paint then bake the finish on.
I'm not totally sure what they are doing in this scene, I think they are hamming it up for the cameras, because the tank is painted, I don't see why that guy would be using a grinder. And what the manager is doing up there, or really why any of the plain clothes people are there at all.
Each tank has a pipe attached to it that supplies the air. But I can't tell if they remove it each time as the line moves. Or if they hold it and wait for the next one to show up.
Anyway, this plant was specifically built by the government and Chrysler, and they built a lot of tanks here. This one is the M-10 Tank destroyer, it had a 3 inch gun, a .50 caliber machine gun, and was used to destroy tanks.
