Train yards have smaller locomotives that only served one main task, moving train cars and linking them together. They were known as Switcher cars, but also go by other names: Shunter, yard pilot, yard goat or shifter. In the US they called it a switcher, in the UK its known as a shunter.
But basically its a small tasked engine that ofen has small wheels, that has low power but high torque. Sometimes they would downgrade old locomotives and they become the work horse of the yard. They couldn't usually take these for long rides though, they did however use these to go between stations as often it was their only fast mode of transportation.
Think of them as tugboats but for trains.
