Back in the day, where kids sold newspapers and smoked, pool halls were a place where they could relax, hang out and often gamble. People saw those kids as hooligans because of that. But I really think they were just friends having a good time.
This location was Elm pool and bowling, where I assume the alley was in the back. At least one of these guys is the manager, it might be the one in the back with the chiseled jaw. And someone else is a pin setter (the boy that puts the pins back on the alley). It's currently January, that's why many seem to be wearing a sweater.
