The excitement of the first cut, knowing that something your doing right now, may win the war for everyone. So you know its important that you lock your stock in place so it doesn’t fly out, because that would be so embarrassing.
I believe this location is the Washington Navy Yard, a place where they built big guns, all the bombs and even the ships used to fight the war.
