This is a coaling tower, they used it to fill locomotives with coal and water.
On the right, the green locomotive is a Class E-4 Chicago & Northwestern railway. It was one of the biggest Hudson type locomotives built, even larger than NY Central Hudson's.
This new Alco built streamliner was buit as a 4-6-4 Hudson type steam locomotive. It was ordered pre-war, designed by renowned industrial designer Otto Kuler. They made a total of 9 and delivered them to C&NW in 1938.
Originally they were going to be used to haul the famous "400" express trains, but it was decided that these will instead pull longer distance runs, from Chicago to Omaha. They found a better engine to pull their express trains, namely they went after the Electro-Motive locomotives from General Motors, those were diesel.
These locomotives still got plenty of use however. They were painted in Pullman green, with yellow stripes, so it would match the passenger cars. They were dubbed, "Streamliners - Smooth flowing speed - The most powerful 464 passenger locomotives ever built.
They never were able to show off their true ability because they were reassigned. They survived till 1953, then all nine of them were cut up as scrap metal.
