The streets were no place for a kid, yet kids as young a 5 would work the streets selling newspapers as late as 7pm, even then some went on to sell shoelaces, gum or just begging for money. So they wanted to get the boys off the streets, girls weren't a problem as no one really hired them to sell anything.
They created the Newsboys' Protective Association in Cincinnati, Ohio. It was a sort of youth club where children could hang out, work out in the gym and learn boxing to defend themselves, there were showers to get cleaned up, and you can see a few are pretty dirty. Many kids didn't have shoes, and with the horses etc, you can imagine why showers were a great idea. They also had a reading room, where the kids could hang out on a hot evening, or in the winters, and just read things with friends.
