I wanted this to have a worn out look. As it looks like it was a bit run down, especially the stairs on the right. So I showed a lot of bare wood in spots and dirt in areas that would be grabbed going on the way up or down from those stairs.
Because the paint looked old, I chose a color palette from the 1930's.
As for the exact location of this place, I don't know. According to the other photos this was nested in between images of the Episcopal church, so its probably near there. Maybe the photographer got hungry.
As for what they are doing out there, I would assume sitting. Often people sat there to cool off, but they are clearly dressed up like it was cooler out there, so they are probably waiting for someone.
