This is Jackson Park, a remnant of the Chicago World's fair of 1893, on the right is the Museum of Science and Industry, though at the time of the fair it was known as the Palace of Fine Arts. The building was used from 1893-1894, whereas all the other buildings looked fancy at the time, they were built from weak materials, and all fell apart over the years (they were designed to only last around 6 months).

However this building was built from brick so it held up over the years. But it sat empty and the plaster on the outside fell off and the building looked worse and worse until 1921, where they demolished sections of it keeping only the central parts. In 1933-34, they remodeled it for the Century of Progress world's fair. After that it became the Historic Landmark known as the Museum of Science and Industry.

Now who are those people at the bottom... I have no idea, its some guys and his dog.
